Regulatory Issues - Drug Precursor Code
The production, supply and use of illicit amphetamines is, regrettably, an substantial problem within the Australian society. As community awareness grows, so do the efforts to stem the flow of these illicit substances.

Health, education and law enforcement agencies are directing significant coordinated resources to not only reduce the amount of illicit amphetamines, but also to deal with the effect they have on users.

Adherence to the law and guidelines by the science and chemical industries, complimented by voluntary co-operation with initiatives of police and health agencies, will enhance resources for protecting the health and safety of the community.

Science Industry Australia are active members of the National Working Group on the Diversion of Precursor Chemicals.

The Chemical Weapons Convention (CWC) seeks the global elimination of chemical weapons and related misuse. Australia is a strong CWC advocate and most countries are members, including our allies, neighbours and chemical producers. Under the CWC, Australia prohibits offensive CW activity and we are obliged to declare information on certain civil chemical activities to an international organisation and to allow it to inspect relevant facilities. Those affected are those involved with CWC Scheduled chemicals or large production of discrete organic chemicals. The associated permit and notification systems place no direct cost and minimal administrative burden on industry which is very supportive of the work. Since we do not manufacture any Schedule1 chemicals our focus is Schedule 2 chemicals which are precursor chemicals.Relevant websites are:

Dangerous Goods (DG Transportation Companies - Tasmania

This is not a definitive list. It is only provided to assist Schools/Section to locate a local company for the transportation of Dangerous Goods out of Tasmania. There are many interstate companies who transport DG into Tasmania. Please submit any names to be added to this list but if there are numerous DG transportation companies provided there may be no need to list them all here as School/Section will no longer have any problems locating a suitable DG transportation company. Please remember DG transportation is usually airport to airport. Other services such as items packed in dry ice can be door to door. No Dangerous Goods should be sent by mail, if in doubt contact Australia Post.

Dangerous Goods (DG) Transportation Training

The Dangerous Goods Legislation and the Transportation of items by Air requires that persons are qualified to package Dangerous Goods or qualified to package goods for air transport ( items in dry ice). There is a great deal of responsibility on that qualified person.

Some Schools and Sections may have specific requirements for the packaging and sending Dangerous Goods, especially to areas for Antarctic Research. For most other activities it may not be practical for Schools/Sections to train their own DG qualified personnel for the following reasons:

  • Even though the University may fund the course the qualification and licence number only applies to the person who has been trained.
  • Adequate funding must be provided to purchase the correct packaging, labels etc. Reusing old items, non compliant labels etc must not to be used.
  • Sufficient space must be provided for the person to store packaging material and to pack the DG items.
  • If the items are wrapped/packaged prior to giving them to the DG qualified person they must be unwrapped and inspected and then wrapped.
  • The DG qualified person is the only person who can determine the type packaging is required and how long it takes to do the task. Schools/Sections have no support under the DG/CASA Air transport legislation to direct a person on these tasks.
  • Schools/Sections must take adequate precautions to ensure that if the DG qualified person is not available, no other person can access the DG documentation and licence number to send the DG package and must ensure that none attempts to do so.
  • There can be no training of other staff to undertake DG work when the DG qualified person is not available.
  • Unless the persons is doing the task regularly, the DG qualify person may require adequate time to review the requirements prior to doing the task. The unusual DG task will require advice from the relevant persons/Regulatory DG Transport Authority/Training company. It would be appropriate to provide adequate time to do this review.

Pesticide

A pesticide is a chemical ( or mixture of chemicals) intended to be used for the selective control of pests. Pesticide does not include medical and veterinary pharmaceuticals or chemicals used in research under the direction of a medical or veterinary officer or other appropriately qualified worker. Pesticide does not include chemicals used by Asset Management Services for the control of pests in buildings, in air systems and in water systems.

Persons can also enrol @ TAFE and do a course. Part of the ChemCert Level IV are two units titled "Minimise risks of chemical use" and "plan and implement a chemical use program. Highly recommended if spraying on Non University property for research but mandatory for this training and a licence, if spraying under a commercial arrangement.

This is a web based database that is provided by Information Technology Resources (ITR) and administered by the RAC Secretary. The School Radiation Safety Officer, one per School or one per licence e.g. 1 per radiation materials licence plus one per electronic equipment licence, have access to amend details. RAC members have read only access unless they are an RSO. Contact the IBC Secretary for any details. When any entry is made an email is sent automatically to the RAC Secretary. All Approved Facilities for dealing with sources of radiation/equipment are listed in the Asset Management Services database. Project/Equipment/Source proposals are submitted via signed applications only.

Traffic Control at Work/Activity Sites

In the course of your work/study/field activity there may activities that could place you in a position where you are working on or near a road. The Department of Infrastructure, Energy and Resources (DIER) has a published Code of Practice for Traffic Control at Work Sites, available at http://www.transport.tas.gov.au/road_bridges_tas/traffic_control_at_work_sites_-_codes_of_practice
. This Code details the relevant legislation, and the minimum requirements for establishing and maintaining a safe work site on Tasmanian roads. It is mandatory that this code is followed.
